Console1 on Win2k won't start

We've slowly been upgrading gw to 6.5.5 in all of our offices.  Everything is going great except for, of all things, console1.  Novell says we should use 1.3.6 with gw 6.5 snapins.  For some reason on our win2k machines C1 will just not start.  All versions of c1, upto and including, 1.3.5 will run on these machines.  The minute 1.3.6 is installed C1 just will not start.  It can be seen running in task manager as a process, but that's it.  I can take the files from the win2k machine and put them directly on any other non win2k pc and it works just fine. put it back and it does not start.  Won't run over the network via a share or mapped drive either.  I have installed C1 1.3.6d, every netware client between 4.83 and 4.91, and uninstalled and reinstalled C1 while cleaning the registry.  I have also removed all snapins and any other extras.  I just can't figure out why it's not starting.  Has anyone seen this issue?  Anybody have some idea on how I can fix this? Thanks in advance.
