I think you are spot-on about MIME. My first thought would be the
AS/400 is SAYING it is encoding a mime-part, but ACTUALLY sending
clear-text (or something else to that effect).
If you want to send me the full message (with headers) that arrived to
your external box, I'd be happy to take a look (no expert here, but
Morris did give me some good tips over the years).
