[ngw] Installing the Mobility Pack - Stymied

Okay, the Linux machine is in place and, per the quickstart, instructions I open ConsoleOne.  Click the GroupWise System, Tools, GroupWise System Operations, Trusted Applications.  And, voila, no create option.  Is that only available if running ConsoleOne under NetWare?  
 
Running GroupWise 8.0.1 HP1, C1 1.3.6h.
