[ngw] locked client options in caching mode

I thought that Client Options that were locked at the Post Office or Domain level would be 'respected' in Caching Mode. We lock our Archive settings so user's don't split them up. I'm in Caching Mode, and my archive directory is set and locked. But I just found a user who's archive was locked in Online Mode but wide open (and not even set) in Caching Mode. Our back end and my client are GW8, his client is GW7.
 
How could this be happening?
