[ngw] promote secondary to primary

No - you just have to be connected to the primary.

I tested here.  On Windows, connected to my primary, I right-click the
secondary domain, go to GroupWise System Maintenance and Convert Secondary
to Primary is available.  If I'm connected to the secondary the option is
not available.

On Linux, connected to my primary, I right-click the secondary domain, to to
GroupWise System Maintenance and Convert Secondary to Primary is available.
 And again, if instead I'm connected to the secondary the option is not
available.
