[ngw] promote secondary to primary

Thanks for checking. I have no idea what's going on, on windows
connected to the primary convert secondary to primary is available -
but then it wants to connect to the secondary to complete. I'll try
mounting the primary from the linux server and see how that works. Day
off for me (unpaid furlough day due to budget cuts) but still working...
