[ngw] GroupWise 8 & WebAccess Time Zone

Don't know if this is related, but we are in the middle of our GroupWise 8 upgrade (three domains upgraded out of seven to 801hp1).   When people login to web access, the time zone is shown as Mexico Daylight Time.  When we try to change the time zone. it accepts the change but does not change on the display.   Web Access is 7.03hp3.
 
Any suggestions?
