[ngw] Problem 49- Unrecognized userdb user.db

Grep . . . err, Google, tells me this has been seen by others, but
I've not found a solution.

Getting this error in gwcheck "Problem 49- Unrecognized userdb
user.db".   Also says "Problem 23- Database user.db in Store Catalog
but not in Address Book"
This is the first instance of this error.

That file actually exists in ofuser and has a time stamp of this AM,
about when maint runs.  Any ideas how this could have been created?
And what to do?
