[ngw] NetWare to Windows 2008 - Dbcopy

I haven't used dcopy in a while but if you can't get it working you can use robocopy.  I'm using it right now to move GW from a Netware to Windows server:
example:
ROBOCOPY \\ABERDEEN\GRPWISE ( file://\ABERDEEN) \\ABERDEENWIN\GRPWISE ( file://\ABERDEENWIN) /MIR /R:3 /W:5
 
Right before the final cut over, I shut down the agents and re-run it.  Usually some msg.db and user.db files get re-copied and a few offfiles get copied/deleted.
 
I've done many GW moves this way.  Never an issue here.

Same error locally as running it from NW server via UNC:

The application has failed to start because its side-by-side configuration is incorrect.  See app event log for more detail.

What if you copy dbcopy locally and run it instead of running it from
the NW server via UNC?
