[ngw] GMS 2.x is bullying my POA. What to do?

I had a similar problem a few years ago and my problem turned out to be a lack of free disk space on the GMS server. Logs had consumed all free space, and GMS was in a loop trying to download the same messages over and over.
If you have the POA web interface configured, have a look at the soap threads. In my case, the POA was showing all SOAP threads consumed with extremely long connection times.

Hello,
we have a GMS-2.x-server in our head quarter, and more than a dozen
users on a GW7-POA in a branch office.
Head quarter and branch office are connected via a 1.6 MBit/s line (up-
and downstream).
For some reason, the gwpoa-process on the branch office GW-server is
constantly at more than 95% cpu.
Therefore, people in that branch office have great trouble using their
GW-Client.
When I shutdown the Intellisync-services on the GMS-server, the
GW-server goes back to normal operation.
As a first counter measurement (until I find the cause of the problem),
could I change the number of IMAP- and/or SOAP threads on the branch
office POA?
If so, should I reduce or increase the number of threads?
Any hints would be really appreciated. This is driving me nuts :(
