[ngw] Undeliverable messages from Mailer-Daemon looping with user rules

Unless the users are adding in criteria "subject contains *" this shouldn't
be happening.  When I'm out I have my reply rule configured to reply to
everyone (don't filter for Internet senders) and there's no problem.
