As QuickFinder also has to update the index for deleted items or moved items, it is quite normal to see a larger figure behind the db (161 in your case) and then the xx items indexed stopping earlier.
Quite easy to check. Make sure your mailbox is fully indexed, delete and purge 10 Mails and let Quickfinder run again. It will show (10) behin your user db but finish quite quickly, as it removed the 10 mails from the index.

Just tried it myself, dif build than you.  Not sure why it says 161 then only proceeds to do 40 before it finishes.. but it only did one user:

Did you put "acm" in both the Start and End fields?

I have used the process described in TIDs 7017187 and 7012997 in the
past, and they worked.  But today, I'm not seeing the same results. 
Can
someone please verify if it should be working?

My POA is GroupWise Agent Build Version 14.2.1 - 125534

In the past, I would see "Compressing QuickFinder index: useracm.db"
followed by "Updating QuickFinder index: useracm.db (108492)" -
indicating there are 108,492 items to index.  Today when I run it, I
got
"Updating QuickFinder index: useracm.db (76)" - indicating that the
QuickFinder picked up where it last left off, with 76 items currently
un-indexed.  Furthermore, the re-index ran for all users, not just FID
"acm".

I'm wondering if the re-index one user process works for anyone else.
