[ngw] Use of variables

Craig,
Classic WebAccess is still supported in GW 18.3, it's just no longer
included in the build you download.  You have to download an 18.2.1 build
and use the WebAccess install out of that build.  Once we release 18.3
Support Pack 1, then it will no longer be supported.
